Bulk Mail Weight and Size Restrictions

The majority of the university's mailings are mailed through bulk rate. This type of mail is a combination of identical, separately addressed pieces that meet specific USPS requirements to qualify for a postage discount. It is the responsibility of each department to ensure that the pieces in a bulk mailing are prepared according to USPS regulations. This includes presorting, placing them into trays or bins by ZIP code order, preparing paperwork for submission and attaching the appropriate barcoded tags to each tray. Generally, all bulk mailings are prepared by outside vendors. The Mail Center can coordinate this process for departments or assist in locating a vendor and supply supplies needed to prepare bulk mailings. All bulk mail must be reviewed by Distribution Services to make sure it meets U.S. Postal Service requirements for Standard Nonprofit or Regular bulk rates before a permit is issued and the mailing is allowed into the system.



A bulk mailing must consist of a minimum of 200 identical pieces and be limited to delivery within the United States. Pieces must be the same in weight and paper size and the return address must appear the same on all pieces. Booklets and catalogs must be a minimum of 3.25 inches high and 5" long to qualify for postcard prices and must include clear zones on the pages to allow for indicia, recipient address area, and barcode placement.


Classes of bulk mail include Marketing Mail (postcards, letters and flats), Every Door Direct Mail (EDDM), Periodicals Class (subscription magazines and newspapers) and Bound Printed Matter, which is for books, catalogs and other rigid pieces weighing more than one pound. Each class has different costs, advantages and disadvantages.
